Okay, upon closer inspection and looking at a different version, I've found that they are not special needs kids but are instead deluded Dutch Idol contestants. I don't feel quite so bad now.

There was one time where I started watching an episode of ER about halfway through and there was a couple who had just had a baby and it sounded like they had Swedish accents. Someone from social services was involved and they were debating whether or not the couple should be allowed to keep the baby, if they were capable of being parents, and I seriously thought, "Why won't they let the nice Swedish people keep the baby?" Turns out they both had pretty severe Downs Syndrome or mental retardation. Oops. How I mistook that for just a Swedish accent is beyond me.
